工程建设项目的投资管理与控制,应贯穿于预可研、可研、招标、建设、竣工的全过程。江垭水利枢纽建设已进入高潮,计划1998年5月1日发电,年底竣工;但1995年5月8日发布开工令以来,进度不理想,滞后3~4个月,且出现高索赔现象。江垭总投资24.6亿元(1995年价)均来自贷款,如拖长总工期对总投资额影响极大,且工程质量、人工成本、劳动生产率、工程价款支付都对总投资有影响。
Investment management and control of construction projects should run through the whole process of pre-feasibility study, feasibility study, bidding, construction and completion.
