随着改革开放的深入和市场经济的发展,长春市民营经济不断壮大,在国内生产总值中的比重已明显上升。但是,从整体来看,长春市民营经济发展还相当滞后,民营经济对长春市经济社会发展的促进作用还没有充分发挥出来。制约长春市民营企业发展的因素既有外部的,又有内部的。为此,要在转变政府职能,培育企业家精神,优化民营企业发展环境,发展民营中小企业集群发展等方面制定相应对策,促使民营企业长期持续稳定健康发展,带动长春市经济发展。 With the deepening of reform and opening up and the development of market economy, the private economy in Changchun has been continuously expanding and its share of GDP has risen markedly. However, on the whole, the development of private economy in Changchun is still rather lagged behind. The promotion of private economy on the economic and social development of Changchun City has not yet been brought into full play. The factors restricting the development of private-owned enterprises in Changchun are both external and internal. To this end, we must formulate corresponding measures in transforming government functions, cultivating entrepreneurship, optimizing the development environment for private enterprises, and developing clusters of privately-run small and medium-sized enterprises so as to promote sustained, steady and healthy development of private-owned enterprises and promote the economic development of Changchun.
