政府采购制度在西方国家已实行了２０００多年。尽管在我国起步较晚，但发展较快。政府采购制度有利于加强财政支出管理．提高资金使用效益；有利于强化政府宏观调控能力；有利于抑制腐败，加强党风和廉政建设，显示了强大的生命力．被称为“阳光下的采购”。目前财政部已出台了政府采购实施办法，政府采购势在必行。我省政府采购工作在省委、省政府和省财政厅党组的领导下，通过各级财政部门的积极探索，取得了良好的经济效益和社会效益．１９９９年全省节约资金在５０００万元以上，并且强化了财政管理职能，抑制了腐败行为，提高了政府形象和消费质量．为进一步推动政府采购工作，本刊编辑部将政府采购作为今年的宣传报道重点，与省财政厅文教行政处联合主办政府采购专版，以期推动政府采购工作顺利开展。
The government procurement system has been practiced in western countries for more than 2,000 years. Although it started late in our country, it developed rapidly. Government procurement system is conducive to strengthening financial expenditure management. Improve the efficiency of the use of funds; help to strengthen the government’s macro-control ability; help curb corruption, strengthen the party’s work style and clean government, showing strong vitality. Known as “the sun’s procurement.” At present, the Ministry of Finance has issued a measure for implementing government procurement, and government procurement is imperative. Under the leadership of the provincial Party committee, provincial government and party branch of the Provincial Department of Finance, the provincial government procurement work has achieved good economic and social benefits through active exploration by the financial departments at all levels. In 1999, the province saved more than 50 million yuan of funds and strengthened its fiscal management functions, curbing corruption and improving the image of the government and the quality of consumption. In order to further promote the government procurement work, the editorial department of this magazine regards government procurement as the focus of this year’s publicity report and co-hosts a special version of government procurement with the Cultural and Educational Administration Department of the Provincial Department of Finance to promote the smooth implementation of government procurement.
