当前,我国的发展已经进入了显现资源约束和环境危机双重压力的历史新阶段。在众多的约束和危机中,水资源的匮乏和没有合理有效利用水资源的矛盾显现得尤为突出。由于受计划经济的长期影响,水价格始终缺乏合理的形成和调节机制,传统的水价既不能体现其价值,也不能反映水资源的供求关系,更难以适应社会主义市场经济体制和国家价格改革整体进程的要求。因此,改革水价,建立科学合理的水价格形成机制和水价制度,利用价格杠杆在自然资源配置和利用方面发挥调节作用显得至关重要。合理的水价对于促进水资源优化配置,保障水利工程设施的效益发挥,增强水管单位的经济实力和发展后劲将起到积极的促进作用。 水价改革是促进工程水利向资源水利转变的重要手段,是提高用水效率缓解水资源瓶颈的有效措施,是实施水资源合理配置和可持续利用的一项重大决策。 为此,我省按照中央及水利部的指示和要求,于2001年底正式启动新一轮农业水价改革工作。先期确定了木兰县香磨山灌区、五常市龙凤山灌区、庆安县和平灌区、农垦总局查哈阳灌区4个试点灌区,经过为期一年半的测算、审核工作,今年年初省物价局、省水利厅联合批复了4个试点灌区的水价标准,标志着我省农业水价改革取得了阶段性进展。同时,非农业水价改革也于2003年拉开了
