网上评议作为信息化时代的一种参与式绩效评估模式,在佛山市A区的实践中却出现一系列与制度设计理念相背离的现象:评议参与人数虚高,当地公众的实际参与率却明显偏低;各政府部门公然拉票、刷票以及互投感情票;评议的主观随意性较大,在一定程度上存在恶意打差评的现象;评议分数的统计过程不透明,公众对结果的客观性、公正性以及真实性存疑,评议似乎成为政府部门的“内部派对”。而地方政府缺乏推行参与式绩效评估模式的动力和决心,网上评议缺乏有效的制度安排,现阶段公众的参与水平不高,以及大规模参与式评价活动自身的局限性等都可以部分地解释上述背离现象。
