幅员辽阔的澳大利亚,国土面积相当于中国的80%,这使得澳大利亚在满足不断增长的电信普遍服务需求上存在着与我国类似的挑战。澳大利亚《电信法》明确规定,电信普遍服务的实施和管理必须遵循以下原则:首先,在澳大利亚的全体公民,不论其居住地或职业,都应能够在公平的基础上随时获得标准电话服务、公用电话服务和规定的传输服务;同时,电信企业应尽可能经济有效地履行普遍服务义务,而电信企业由于履行普遍服务义务所造成的经济损失应由各方在公平的基础上分担。
Australia, with its vast territory, is 80% of China’s land area, making Australia a similar challenge to our country in meeting the growing demand for universal telecommunications. Australia’s Telecommunications Law clearly stipulates that the following principles must be followed in the implementation and management of universal telecommunications services: First, all citizens in Australia, irrespective of their place of residence or occupation, should be able to have access to standard telephone services on an equitable basis at any time, Telephone service and stipulated transmission service. At the same time, the telecommunication enterprises should fulfill the universal service obligation as efficiently and economically as possible, while the economic loss caused by the telecommunication service enterprises due to their performance of universal service obligations should be shared by all parties on an equitable basis.
