日前,吉林省委组织部、省人社厅、省财政厅联合印发《关于进一步放活事业单位人才交流的意见(试行)》,突破人事人才管理体制机制弊端,打造人才竞争制度优势,将调配、招聘、选拔、柔性交流等各种人才交流方式统一整合起来,以实现人才资源的顺畅流动。畅通人才调配渠道《意见》从4个方面制定了人才调配政策:一是全面放开同级财政拨款(补助)事业单位间的人才交流限制,允许合理调配各类人才。二是允许事业单位从省内外各级财政拨款(补助)事业单位直接调配各类人才。三是鼓励人才服务下沉,特别是向边远贫困地区和艰苦行
