为了提高我国加入WTO后农用车产品的竞争力,加强农用车产品的管理,国家经贸委曾于2001年5月22日发布经贸产业[2001]471号《关于车辆生产企业及产品目录管理改革有关问题的通知》,正式宣布汽车和农用车目录以公告发布,统一管理。2002年国家经贸委又授权委托机械工业农用运输车发展研究中心承担了“农用运输车管理体制改革研究”的课题。课题组的有关专家结合国外农用车辆的发展过程,参照我国目前汽车行业的普遍做法及要求,结合农用车产品的历史与现实,提出了农用车管理体制改革的思路与设想。外部环境的改善对一个行业来说只是提供了发展的条件,而真正的动力在于行业本身的调整与强大。
