《建筑工人》向全国公开发行了。我谨向广大读者表示祝贺,向编辑部的同志们表示支持。借此机会,我愿和广大建筑工人,建筑界人士谈谈节约能源的问题,希望引起普遍的关心和重视,共同做好这项工作。目前,国际上普遍发生能源危机。我国的能源供应和开发也存在紧张状态,甚至已影响到工农业生产的正常发展。根据国内专家估算,我国能源储量总数虽不小,但按人口平均计算,仅是国际人口平均数的一半,而且开发所需时间也比较长,非一、二年所能解决。在五届人大三次会议上,姚依林副总理针对我国能源情况,提出“实行能源的开发和节约并重,近期要把节能放在优先的地位,大力开展以节能为中心的技术改造和结构改革”。并说“大力开展以节能为中心的技术改造。这是今后一个长时期的节能途径,也是向工业现代化前进的重大步骤”。在现代化的国家中,建筑物耗用能量要占国家总耗能量1/5~1/3。房屋围护结构绝热性能的好坏,会很大地影响为保证房屋必要的生产和生活条件所必需的耗能量。去年我在访法期间,参观了里昂的一所3万平方米的市政管理大楼,由于设计上合理采用围护结构材料和构造技术,施工严密,在充分利用室内设备余热和人体散发热量等情况下,据介绍整个建筑在-3℃气温下,就能做到不另加能源,保证室内必要的舒适温度。反之,设计选材和构造不合要求,施工粗糙,会使房屋散失大量室内热量,增加采暖保温的能源消耗。我们目前还短缺足够的价廉物美的保温隔热材料,建筑标准偏低,有些要求还难以做到。但如果能在设计构造和施工上重视围护结构的密闭程度,也会大大提高房屋保温隔热性能。窗户是走失热能的重要部位。北方生活习惯每到冬季往往要在窗
