一、疑问:作为集体财产的集体土地能否被处分?笔者在重庆市某区A村调研时发现,该村于2008年左右将相邻的B村“吸收合并”。合并后,按照村内原有村民小组之间的相邻关系,采取原村民小组范围和承包经营权人均不变的原则,根据人口和土地规模,直接将两村原有12个村民小组分别组合成7个。整合后7个村民小组的集体土地是采取加总的办法,将被整合在一起的原村民小组的集体土地简单相加。笔者在
