The emission of these greenhouse gases led to the establishment of the Global Climate Warming Protocol in 1997, but it has only become a binding treaty until today. It is a condition that it must meet two conditions. It must be approved by at least 55 countries. Another condition is that it must be approved by a country that accounts for 55% of total emissions. These are rich countries, members of the “Organization for Economic Cooperation and Development” and former Soviet Union.
