1 引言 2001～2002年水利部在全国布置适宜地区进行“十五”期间及2010年小水电人工燃料生态保护工程规划,拟开展小水电代燃料生态保护工程建设。河南省有17县开展此项工作,光山县有幸“入围”。光山地处淮南丘陵,水资源、水能资源丰富,特别是小水电资源有优势。全县水能理论蕴藏量3.86万kW,可开发2.39万kW。代燃料规划建站240座,其中装机500kW以上水电
