民族地区如何加快发展,是中央及民族地区各级政府、学术界特别是当地干部群众十分关心的重大现实问题。内地及沿海的成功之路可以参考但不可能照搬;民族地区自身积累的经验可以借鉴但不可能沿袭;深化改革仍有空间,但主要是完善体制与机制;继续加大投资力度仍有必要,但效应在递减。路在何方?2010年初中央对新疆提出了实现跨越式发展的要求,我们认为,这不仅适用于新疆等个别省区,也适用于整个民族地区。如何实现跨越式的发展?我们认为,在新的历史时期,通过开放促进发展,是民族地区实现跨越式发展的必然选择。为此,首先要明确认识清楚民族地区开放的丰富内涵,高度重视民族地区开放的战略意义,充分发挥开放对民族地区发展的强大驱动作用,其宗旨是解放思想,更新观念,树立开放意识。当前将这一思路付诸实践的条件已经成熟,应当抓住机遇,尽快加快开放步伐、扩大开放领域、提升开放水平。对于相应的路径选择及配套政策,本文也一并提出了初步的建议。
How to speed up development in ethnic areas is a major realistic issue that is of great concern to all levels of government, academics and local cadres and the masses in the central and ethnic areas. The success of the Mainland and the coastal areas can be referred to but can not be copied; the experience accumulated by the ethnic regions can learn from them but can not be followed; there is still room for deepening the reform but mainly the improvement of the system and mechanism; and it is still necessary to continue to increase investment. But the effect is decreasing. Where is the road? In early 2010, the Central Committee put forward the requirement of realizing leapfrog development to Xinjiang. In our opinion, this applies not only to individual provinces and autonomous regions such as Xinjiang but also to the entire ethnic minority areas. How to Realize a Leap-forward Development? In our view, promoting development through opening up in the new historical period is an inevitable choice for realizing the leapfrog development in ethnic regions. To this end, we must first make a clear understanding of the rich connotation of opening up the ethnic areas, attach great importance to the strategic significance of opening up the ethnic areas and give full play to the powerful drive of opening up to the development of ethnic regions. Its purpose is to emancipate the mind, update concepts and establish an open mind. The conditions for putting this thinking into practice now are ripe. We should seize the opportunity to speed up the pace of opening up as soon as possible, expand the field of opening up and upgrade the level of opening up. For the corresponding path selection and supporting policies, this article also put forward some preliminary suggestions.
