深化国有企业人事制度改革,充分利用市场竞争机制,选择和聘任经营者,同时深化分配制度改革,对经营者实行有效的激励,对于调动经营者的积极性,提高国有企业的经济效益,有着明显的作用。但从目前的情况看,这方面的改革措施还不到位,对国有企业的董事长和董事还是实行委派制,对他们的激励和约束也缺乏明确的规定。这一问题如不及时解决,原来在国有企业经营管理层中存在的种种弊端,就会在董事长和董事这一层面上重现。
