飞行试验项目已经呈现出由单个项目向项目群发展的趋势,现有的组织层面面向项目的管理已经出现了一些困扰,需要考虑如何才能做到既能使所有的项目得到控制,又能高效地把每个项目的具体工作落到实处。为进一步优化飞行试验项目管理,基于项目组合管理的方法和思路,提出并探讨了飞行试验项目的三级分解架构及分解方法,以便于飞行试验项目更合理、高效地开展项目管理工作,为完善飞行试验项目管理提供参考。
