随着经济的繁荣发展,城市发展进程加快,政府部门对市政进行统一规划,一些原有的居民住宅区、村民居住区等被列入改造拆迁范围。一些单位和个人为了谋取经济利益,大量私自搭建临时用房进行租赁,提供了外来务工人员栖身之所。这些地块内有临时房数量多、耐火等级差、外来务工人员流量大、居住集中等特点。一些建筑更因年代久远、结构陈旧、设施匮乏等原因,在外来务工人员居住、生产过程中,产生许多火灾隐患,一旦发生火灾极易进成群死群伤火灾事故。
