一、基本情况: 伏牛山区是我省最大的山区,包括洛陽專区全部14县,南陽專区11县,許昌專区6县,开封專区5县,及郑州、洛陽、平頂山、三門峡四市,其面积70,720平方公里,占全省总面积167,000平方公里的42.3％。山高水多,为黄、淮、汉三水系的結合部。人口1,555万人,劳力657万人。耕地4,119万亩,占总面积38.9％,平均每人2.65亩,复种指数1.4～1.7;林地2,284万亩,占21.5％;草荒地2,367万亩,占22.3％;非生产地1,838万亩,占17.3％。国民經济收入不高,目前仍以农业生产为主。無霜期170～215天,年降雨量500～1,000公厘,60％以上集中在汛期7、8、9三个月,暴雨中心多在伏牛山麓的魯山、叶县、宝丰、临汝、欒川、盧氏、南召、內乡等县,一次七日連续最大暴雨即达523公厘(南召白土
