自1995年始,广西柳州市禁止营运中巴进入市区以后,街上便有人开创了用微型小客车运营的先河。这些没有正当的营运手续,却从事营运的“黑车”从去年年底开始愈演愈烈,数量在剧增,大街小巷随处可见他们的身影。这些“黑车”出现,犹如一个个毒瘤,严重扰乱市场经济秩序。他们一方面与正常营运的车辆抢夺客源,侵害了合法经营者的权益,另一方面,他们还逃避税费,破坏公平竞争的环境。在高额的利润驱使下,“黑车”车主们铤而走险,甚至围攻运管执法人员,对执法人员大打出手。
Since the start of the ban on the operation of CMB in downtown Liuzhou, Guangxi in 1995, some people in the street started a pioneering operation with miniature passenger cars. These “black cars” that have no proper operating procedures but are operating have intensified since the end of last year, and the number has soared. Their presence can be seen everywhere in the streets. These “black cars” appear as if they were malignant tumors, seriously disrupting the market economic order. On the one hand, they snatch tourists from vehicles that operate normally and infringe upon the rights and interests of legitimate operators. On the other hand, they evade taxes and fees and undermine the environment for fair competition. Driven by high profits, “black car” owners took the risk and even besieged the transport law enforcement officers and cracked down on law enforcement officials.
