坚持干部选拔任用过程的民主,是革除传统用人制度种种弊端,防止用人上腐败现象蔓延的根本措施。传统用人制度的最大弊病是权力高度集中和民主相对不足。由于事实上存在权力产生过程的供求关系,事实上存在少数人可以决定干部的选拔任用,用人上的腐败就难以避免。因此,必须从源头上治理,从干部的选拔任用过程着手,消除用人腐败的体制根源。今年中央颁发的《党政领导干部选拔任用工作条例》(以下简称《干部任用条例》),对于进一步规范干部选拔任用工作,防止用人上的腐败现象,扩大干部工作中的民主,作出了新的规定,提出了新的要求,充分体现了“三个代表”重要思想,对进一步推动干部人事制度改革具有重大意义,应当认
