当前,人武机构不够稳定,干部编配不尽合理,队伍老化,进出困难的现象比较普遍。究其原因,一个重要的方面是人武专武干部的管理随意性较大。加强人武专武干部队伍的建设,应逐步制定一部带有法规性质的人武专武干部管理条例,做到有法可依,使人武专武干部的管理步入法制化轨道。条例首先要明确人武专武干部队伍建设的目标:一是机构稳定。
