针对乡村卫生服务一体化管理 (以下简称一体化 )的若干质疑阐明观点。①一体化的预期目标不是解决乡镇卫生院的内部改革问题 ,而建立对村级卫生服务的管理才是推行一体化的设定目标 ,且一体化能够实现其预定目标。②农村卫生组织的产权结构不应该成为农村卫生改革的检验标准 ,检验农村卫生改革的标准应该看是不是有利于建立具有安全性、有效性、综合性、非营利性的卫生服务。③对一体化后诊疗费用的增高应该作具体分析。④一体化管理是以“一体”为依托建立起“管理” ,“统”是“管”的必要手段。⑤一体化的完善需要有一个过程。
Several questions about the integrated management of rural health services (hereinafter referred to as integration) clarify the viewpoints. 1 The expected goal of integration is not to solve the problems of internal reform of township health centers, but the establishment of management of village-level health services is to set integration goals, and integration can achieve its intended goals. 2 The property rights structure of rural health organizations should not become the inspection standard of rural health reform. The inspection of rural health reform standards should be based on whether it is conducive to the establishment of health services that are safe, effective, comprehensive, and non-profit. 3 Specific analysis should be made on the increase in the cost of post-integration treatment. 4 Integration management is based on “integrity” to establish “management” and “reunification” is a necessary means for “management”. 5 The perfection of integration requires a process.
