2002年3月26日,在“中国发展高层论坛专题国际研讨会”上,来自国务院发展研究中心的两位专家丁宁宁和徐小青建议渐进式免除农业税。 丁宁宁认为,政府对农村政策的改变应该是废除所有的税收,而不仅仅是目前提出的废除农业特产税,因为中国粮食生产成本非常高,征收农业税没什么道理。另外政府还应当全部承担起农村的教育经费。如果没有这方面的措施,农村其他方面的改革是没有意义的。
On March 26, 2002, two experts Ding Ningning and Xu Xiaoqing from the Development Research Center of the State Council proposed a gradual exemption from agricultural tax at the “International Symposium on the China Development Forum.” Ding Ningning believes that the government’s change in rural policies should abolish all taxes, not just the proposed special abolition of agricultural specialties, because the cost of food production in China is very high and imposing agricultural taxes makes no sense. In addition, the government should also fully assume the educational funds in rural areas. Without such measures, the reform in other areas of the countryside is meaningless.
