苏共中央总书记戈尔巴乔夫于1985-1990年间,进行了苏共领导层干部的选拔和任命方面的改革。通过研究苏联以及地区(以俄联邦7个主体为例)领导层,旨在回答一系列具有现实意义的政治学问题。戈尔巴乔夫用哪些方法形成了党内的职位等级制度?其“精英工程”的意义何在?其干部政策的动员和革新意向之间有何种相互关系?戈尔巴乔夫的干部政策实为“干部的迭次更换”和党内选举的一种结合。这两种实施干部政策的制度使得苏共急速瓦解,是苏联行政管理去党化的第一次浪潮。
In the period from 1985 to 1990, Gorbachev, general secretary of the Central Committee of the CPSU, carried out reforms in the selection and appointment of cadres of the leadership of the CPSU. By studying the leadership of the Soviet Union and the region (taking the seven main bodies of the Russian Federation as an example), it aims to answer a series of political issues of real significance. What method does Gorbachev use to form a hierarchy within the party? What is the significance of “elite engineering”? What is the relationship between the mobilization of cadre policy and the intention of reform? The cadre policy is actually a combination of “the replacement of cadres repeatedly” and the election within the party. These two systems of implementing cadre policies led to the rapid collapse of the Soviet Communist Party and the first wave of the democratization of the Soviet administration.
