In its seventeenth issue last year, Hubei Teachers Institute published a commentary on the work written by Chang in the book titled “Correctly Treating and Handling the Current Conflicts in the Development of Primary Education.” In the commentary, there are two different approaches taken by the province last year to deal with this issue, with two different consequences. In some areas, not only necessary explanations have been given to the masses, but also private non-governmental elementary schools and public primary schools have been adjusted to increase the number of places to deal with the difficulties of children entering schools.
