[微观点]香港、东京、巴黎等城市的公交出行率均在70%以上,有的超过了80%。与之相比,我国内地城市的公交出行率普遍只有三四成。在公共交通无法提供便捷、优质服务的情况下,出台限购令未免有失草率,也不公平合理。12月15日19时,天津市政府召开新闻发布会,宣布实行小客车总量调控管理以及实施机动车限行交通管理措施,也就是“限购+限行”。至此,中国四大直辖市中,已经有北京、上海、天津三个城市对汽车增量实施了限制措施。(12月16日《京华时报》)
