针对我国现行居民电价长期偏低、交叉补贴严重等现象,居民生活用电阶梯电价方法能够在一定程度上缓解这种状况。本文根据上海统计局公布数据分析上海地区居民用电的基本特性。根据凯恩斯的消费函数原理,针对上海市的实际情况,模拟制定了上海市执行阶梯电价的方法,简略分析使用修改方法后对各收入层次居民电费产生的不同影响。
In view of the current low price of residents in our country and the serious cross-subsidization, the residential electricity price ladder method can alleviate this situation to a certain extent. This article analyzes the basic characteristics of household electricity consumption in Shanghai based on the data released by Shanghai Statistics Bureau. According to Keynes’ s consumption function principle, aiming at the actual situation in Shanghai, a method to simulate the electricity price in Shanghai is simulated and the different effects on the electricity tariff of residents in each income level after the modification are briefly analyzed.
