旨在对国际政治中的治理指数进行批判性分析,借用福柯的“治理术”概念来解释考核国家治理情况的政治意义。考核不仅仅是一种关于国家治理情况的分析工具,事实上,它构建了国际体系中的权威结构和等级关系。在许多治理指数中,权力和知识纠缠在一起,并且建立起了一种关于国家合法性的话语体系,结果导致穷困国家和发展中国家无法忽视考核。而且,通过将被考核国家建构成一个能够为其政策负责的道德主体,考核将评价较差的责任完全归于被考核国家,而完全忽视了强大的国际行为体在其中所应负的责任。
It is intended to critically analyze the governance index in international politics and to use the concept of “governance” of Foucault to explain the political significance of examining state governance. Assessment is more than just an analytical tool about the state’s governance; in fact, it builds the authority structure and hierarchy in the international system. In many governance indicators, power and knowledge are tangled together and a discursive system of national legitimacy is established, with the result that poor and developing countries can not ignore assessments. Moreover, by constructing the country to be assessed as a moral subject that can be responsible for its policies, the assessment completely attributes the responsibility for the assessment to the countries under assessment, completely neglecting the responsibilities that the mighty international actors bear.
