国务院决定1991年在全国范围开展“质量、品种、效益年”活动,旨在把全部经济工作切实转移到提高经济效益的轨道上来,力争工业企业的产品质量、品种规格、资金周转、经济效益等方面有明显改善。广告,作为传播信息的手段,是企业经营策略的组成部分,与质量、品种、效益紧密相联。为克服当前困难,实现今后经济发展战略目标,需充分利用广告,使广告宣传为提高产品质量、增加品种、提高经济效益服务。轻视或削弱广告是不可思议的。
