美国公共电视自成立以来始终被分散、依附和匮乏的资金体系所困扰,现实而紧迫的资金问题令其无暇考虑远景规划,只顾眼前存活,从而陷入踟蹰不前的发展瓶颈。接受政府拨款的现实使公共电视在面临政治压力时异常软弱,日趋保守,也促使其寻求其它资金支持以减少自己对高度政治化拨款的依赖,但求援于企业赞助非但没能保护公共电视免受政府的控制,反而将其置于更多的只可意会不可言传的微妙影响之下,与企业利益渐行渐近。构建一个稳定、独立和充裕的资金体系是美国公共电视的必由之路。
The public television in the United States has always been plagued by its fragmented, dependent and deficient funding system since its inception. Real and pressing funding problems make it difficult for them to consider the long-term plan and only survive. As a result, they have plunged into untidy development bottlenecks. The reality of accepting government funding has made public television so weak and increasingly politically stressed that it also seeks other financial support to reduce its reliance on highly politicized grants but it has not only failed to protect public television from corporate sponsorships The control of the government, on the contrary, puts it under more subtle influences that can only be understood and unspeakable, and is gradually getting closer to the interests of enterprises. Building a stable, independent and adequate funding system is the only way for public television in the United States.
