宪法作为国家根本法 ,必须保持相对稳定 ,但对通过宪法解释不能解决的问题 ,部分修改宪法是必要的 ,并应按修正案统一修改宪法原文。应通过修改现行宪法 ,对宪法指导思想和国家政权的群众基础等作新的表述 ;将“三个文明”协调发展和全面推进、尊重和保障人权、国家加强对私人合法财产的保护和国际条约的效力等内容写入宪法 ;要通过修宪为建立专门的宪法监督机构提供依据 ,并解决有的法律规定与宪法规定不一致的问题
