目的建立一套适合我国职业病哨点监测系统的评价指标体系,作为综合评估该监测系统的工具,以实现监测系统运行状况的监控,改进监测实施,提高职业病防治监管效率。方法采用改良专家咨询法遴选评价指标,基于专家评分的权重系数确定法确定指标权重。结果本研究专家咨询的权威系数为0.81。两轮专家咨询的积极系数均为100%,和谐系数分别是0.296(P<0.01)和0.403(P<0.01)。建立了一套包括3项一级指标,12项二级指标及41项三级指标的职业病哨点监测系统评价指标体系,反映公共卫生重要性、系统设置合理性和系统运行有效性3个方面。结论本研究专家的代表性较强,积极性高,权威性、协调性较好,所建立的职业病哨点监测系统评价指标体系可作为职业病哨点监测系统的评估工具。
Objective To establish a set of evaluation index system suitable for the sentinel surveillance system of occupational diseases in our country as a tool for comprehensively evaluating the monitoring system so as to monitor the operation status of the monitoring system and improve the monitoring implementation so as to improve the supervision efficiency of occupational disease prevention and control. Methods The evaluation index was selected by the improved expert consultation method, and the weight of the index was determined based on the weight coefficient of the expert score. Results The authoritative coefficient of expert consultation was 0.81. The positive coefficients of two rounds of expert consultations were both 100% and the coefficients of harmony were 0.296 (P <0.01) and 0.403 (P <0.01) respectively. A set of evaluation index system for occupational sentinel surveillance system including three first-level indicators, twelve second-level indicators and 41 third-level indicators was set up, reflecting the importance of public health, the rationality of system settings and the effectiveness of system operation . Conclusion The experts in this study are highly representative, highly motivated, authoritative and well-coordinated. The evaluation index system for the sentinel surveillance system for occupational diseases established can be used as an assessment tool for the sentinel surveillance system for occupational diseases.
