This paper presents a theory of user behavior. It will help library staff to better understand the user’s feelings, thoughts and practices in finding information and seeking services. Its main feature is the classification of skills and errors that make up extremely complex user behavior. Library staff will find that this program contributes to their work in many ways. Cataloging and Reading Staff will understand the skills and errors that users may have while using the library. Circulation staff will consider how to make the user a correct understanding of the new instructions, the method of arrangement and directory rules.
