天津港地处淤泥质海岸,是我国最大的人工港口。本专辑系统地研究了该港疏浚土的海洋倾废问题.依据天津海岸带和近海的多学科综合调查与其他相关资料,阐明了当地的社会经济、地理环境和研究海域的水质、底质、生物状况,并按照国家有关标准给出了海域环境质量的评价结果.为实现海域环境目标管理,按照我国《疏浚物海洋倾倒分类标准和评价程序》对天津港疏浚弃土划类,考虑到《伦敦倾废公约》中的有关规定、标准,同时参考其它国际经验,结合我国实情及地方性规定,确认天津港疏浚土为三类疏浚物,实现海域目标管理.对天津港附近海域三类疏浚物倾倒区的选定,考虑到天津沿岸主要排污口COD排放的潮扩散及其影响范围,应用我国专家系统论证的“中国近海水质评价方法”,结合“灰色聚类法”,对研究海域水质进行了评价;同时应用“波浪掀沙、潮流输沙和海底演变”数学模型和“中子活化示踪砂技术”,考察了疏浚泥沙对天津港及航道的影响.文章准确评估了预选倾倒区的适用性,并定量预测了倾倒物的物理归宿及其对环境质量的可能影响,提出了该海域疏浚物污染防治对策等.本专集在实践与理论上,修正完善了溶解氧评价公式和灰色聚类白化函数通式,解决了因溶解氧饱和状态归类及评价标准逆序而出现的不合理问题.
