华侨新村位于洛阳市涧西区，占地4．41公顷，总建筑面积5．46万平方米，由机械电子工业部第四设计研究院规划、设计；中房洛阳公司开发建设。小区1990年底动工兴建，1992年7月完工并投入使用，历时1年零7个月。华侨新村的规划设计，遵从城市总体规划，借用古典园林的布局手法，
Huaqiao Xincun is located in the west of Luoyang City, covering an area of 4.41 hectares and a total construction area of 54,600 square meters. It is planned and designed by the Fourth Design and Research Institute of the Ministry of Machinery and Electronic Industry; Zhongfang Luoyang Company is developing and constructing. The district started construction at the end of 1990 and was completed and put into use in July 1992. It lasted 1 year and 7 months. The planning and design of Huaqiao New Village follows the overall planning of the city and borrows the layout of classical gardens.
