4.3地下市政设施日本的共同沟建设起步于1923年关东大地震后东京都的复兴事业;1955年后,由于汽车量的快速增长,积极新建道路,埋设各类管线;为避免经常开挖影响交通,1959年又再度于东京都及新宿建设共同沟;1962年,政府宣布禁止开挖道路,并于1963年4月颁布了《共同沟特别措施法》,制定出建设费用的分摊办法,同时在全国各大城市拟定5年期的共同沟连续建设计划。1991年,日本成立了专门管理共同沟的部门;1992年,日本全国共同沟长310公里;1997年,完成干管长为446公里,
