在全国范围内分类推进事业单位改革,是党中央、国务院在全面总结以往改革实践,借鉴汲取国外经验教训,根据我国经济社会发展的新形势新要求,并对未来发展趋势进行科学判断,在深入调研、充分听取各方意见建议和反复研究论证的基础上,审慎作出的一项重大决策,是中央第一次将事业单位作为一个整体,纳入改革总体布局中进行改革顶层设计,系统提出了改革的指导思想、基本原则、总体目标和主要任务,同时进一步明确了事业单位分类、财政政策、人事制度、收入分配和养老保险等多方面的配套改革措施。
