我国电信行业垄断之争的实质是垂直一体化电信运营商将其在垄断业务领域的网络优势延伸至竞争性业务领域的结果。针对这种现象,功能分离和组织分离是两种可替代的解决方案,从其他具有相似产业结构特点的行业改革经验教训来看,以接入规制为核心内容的功能分离具有较高的可行性。电信行业改革中的竞争政策必须和普遍服务义务以及产业政策结合起来,以求全面、平衡地推进改革。 The essence of the monopoly of the telecom industry in China is the result of the vertically integrated telecom operators extending their network advantages in the monopoly business field to competitive business areas. In response to this phenomenon, functional separation and organizational separation are two alternative solutions. From the experience of other industry reforms with similar characteristics of industrial structure, the functional separation with access regulation as the core content is highly feasible . Competition policy in the reform of the telecommunications industry must be combined with universal service obligations and industrial policies in order to promote the reform in a comprehensive and balanced manner.
