水是社会经济、人民生活和维护生态平衡所不可替代的特殊资源。当今,随着人民物质生活和文化生活水平的不断提高以及工农业生产的不断发展,整个社会对水资源的需求量日益增加,使水资源的供需矛盾日益尖锐化,水资源匮乏已不同程度地影响了人民生活和工农业生产的发展。因此,转变传统落后的生产方式,坚持走水资源的高利用率和节约型的经济发展道路,以满足人类生存和社会经济发展的基本要求,实现水资源的可持续利用,合理、有效地开发利用水资源,充分发挥水资源的最优效益已成为当今社会亟待解决的问题。本文就目前水资源匮乏的问题,提出缓解供用水矛盾应采取的一系列综合性节水措施。
Water is a special resource that can not be replaced by social economy, people’s life and ecological balance. Nowadays, with the constant improvement of the material and cultural life of the people and the continuous development of industry and agriculture, the demand for water resources in the whole society is increasing day by day, and the contradiction between supply and demand of water resources is increasingly acute. The shortage of water resources has, to varying degrees, Affecting the people’s lives and the development of industry and agriculture. Therefore, we should change the traditional and backward modes of production, stick to the high utilization rate of water resources and the economical path of economic development so as to meet the basic requirements of human survival and social and economic development, realize the sustainable utilization of water resources, and develop rationally and effectively The use of water resources, give full play to the optimal efficiency of water resources has become an urgent problem to be solved in today’s society. This paper, on the current shortage of water resources, puts forward a series of comprehensive water saving measures to be taken to ease the contradiction between supply and demand.
