Administrative researchers are often observers of specific administrative practices rather than witnesses. There must be a certain distance between the administrative administration and the administrative experience, the latter being more micro and specific than the former. Administrative researchers often suffer from no personal administrative experience, and specific administrators suffer from a lack of administrative perspectives and methods to find their way out of administrative reality
