虽然长久以来,政治化是公共行政领域探究部长与公务员关系的研究主题,但政治化的概念仍不够清晰。本文对不同的政治化概念进行系统梳理,以期对此有所贡献。同时,本文提出了三种可以强化部级官僚机构政治回应性的政治机制,即正式政治化、功能政治化和行政政治化。通过对德国、比利时、英国和丹麦四国政治化机制的比较案例研究,实际验证了本文提出的分类。通过对政治化机制是如何停止持续增长而进入稳定状态(至少目前如此)进行实证分析,进一步将西方民主国家的一般性思想精练为:“简单地”变得更加政治化。
Although politicization has long been the subject of inquiry into the relationship between ministers and civil servants in the field of public administration, the notion of politicization remains unclear. This article systematically sorts out the different concepts of politicization with a view to contributing to this. At the same time, this paper proposes three kinds of political mechanisms that can strengthen the political responsiveness of ministerial bureaucrats: formal politicization, functional politicization and administrative politicization. Through a comparative case study of the politicization mechanisms in Germany, Belgium, the United Kingdom and Denmark, the classification presented in this paper is validated. An empirical analysis of how the politicization mechanism ceased to grow steadily (at least for the moment) continued to refine the general idea of Western democracies as “simply” becoming more politicized.
