策划人语：调查研究是成事之基,谋事之本,是做好人大工作的重要前提。面对人大工作的新形势、新任务,牢固树立求真务实的态度,进行科学调研十分重要。人大调研是为人大及其常委会行使职权服务的。通过开展调查研究,增强了人大及其常委会履职的科学性和实效性,各地党委、政府对于人大调研成果也日益重视。可以说,人大调研工作已经步入经常化、规范化的轨道。但是,围绕人大各专委会的调研和执法检查也产生过无数争论。《宪法》第70条第二款规定：“各专门委员会在全国人民代表大会和全国人民代表大会常务委员会领导下,研究、审议和拟订有关议案。”人大各专门委员会虽然没有执法检查的主体资格,但《地方组织法》第30条第三款规定：“各专门委员会在本级人民代表大会及其常委会的领导下,研究、审议和拟订有关议案；对属于本级人民代表大会及其常委会职权范围内同本委员会有关的问题,进行调查研究,提出建议。”可见,宪法和法律是赋予了人大各专门委员会进行调研的权利的。为了详细了解人大各专门委员会近几年的实际工作做法和效果,本刊特组织了此期策划和专题报道,较深入、全面地反映重庆市人大各专门委员会近年来为探寻人大工作的新思路、新方法,围绕中心工作,积极开展各项调研活动,从而有力地推动了地方人大工作的开展,为民主法制建设作出了应有的贡献。

Article 70, paragraph 2, of the Constitution stipulates that “all special committees shall study, consider and draft the relevant proposals under the leadership of the National People’s Congress and the Standing Committee of the National People’s Congress.” Although the special committees of the NPC do not qualify as the main body of law enforcement inspection However, Article 30, paragraph 3, of the Local Organizations Law stipulates: “Each special committee shall, under the leadership of the people’s congress at the corresponding level and its standing committee, study, consider and draw up the relevant motion; and if it is the case that belongs to the people’s congress at the corresponding level and its The Standing Committee shall, within the scope of its functions and powers, conduct investigations and studies and make recommendations on issues concerning the Commission. ”Thus, the Constitution and the law give the NPC’s special committees the right to conduct research. In order to know more about the practical work practices and effects of the special committees of the NPC in recent years, this special issue of planning and special reports organized by this special issue has given a thorough and comprehensive reflection of the new ideas of various specialized committees of Chongqing People’s Congress in recent years in seeking the work of the NPC , New methods and work around the center to carry out various investigations and research activities so as to vigorously promote the work of local people’s congresses and make due contributions to the construction of democracy and the legal system.
