入春气候渐暖,地层逐渐解冻,冰雪日见消解,雨期亦将来到,这对矿业安全生产有着严重影响。历年来经验证明,每当解冻之际,矿窑最易发生事故。因此,各地应提起注意,针对这些情况,采取及时有效的预防措施,凡一切危害安全生产的变化因素,均应竭力防范。一切有利于安全生产的条件,尽可能利用。总之,在春季必须做好安全生产的准备工作,打好全年的安全生产基础,胜利地完成一九五五年的生产任务。为此,特提出以下几项措施:
