江都市把市场机制引入企业内部管理,大力推行销售买卖制、供应公开制和模拟价格计酬制,收到好的效果。去年上半年,全市仅乡镇企业销售收入就比前年同期增长57.6%,超过产值增幅3.1个百分点,资金周转比前年同期加快25天。两项资金占销售比例仅为24.4%,比前年同期下降8个百分点。全员劳动生产率增长59.36%,企业亏损面和亏损额分别比前年同期下降66%和38 6%,利润在增本减利因素迅增的情况下仍然比前年同期增长11.43%。该市推行“三制”的主要做法是;抓住一个根本,建立三项制度,做好三项配套工作。 一、抓住一个根本 就是按社会主义市场经济规律办事,在企业内部模拟市场,塑造企业内部微观经济运行机制的市场经济模型,使企业经营机制得到有效转换。其内涵就是在企业内部引入市场机制的核算体系,核算出每位劳动者创造的财富与其消耗的资源,应用所获模拟利润来决定其收入的多少,充分调动了广大职工当家理财积极性,使职工真正成为企业的主人。
