九届全国人大代表、河南省科协党组书记、常务副主席黄兴维是制定《科普法》的倡议人之一。在全国人大会议上,他与河南省农业厅梁长俭研究员、河南农业人学张百良教授、河南省农科院林作楫研究员等代表共同向大会提交了《关于加快制定中华人民共和国科学技术普及法的议案》。在《中华人民共和国科学技术普及法》刚刚颁布之际,记者专程走访了黄兴维。
Huang Ngai-wai, deputy to the Ninth National People's Congress, secretary of the Party Committee of Henan Provincial Association for Science and Technology and executive vice chairman of the Standing Committee, is one of the initiators in formulating the “Popular Science Law.” At the NPC session, he delivered a joint motion with Liang Changjian, a researcher from Henan Provincial Department of Agriculture, Prof. Zhang Bailiang from Henan Agricultural Institute, and researcher Lin Zuolin from Henan Academy of Agricultural Sciences to submit “Proposal on Accelerating the Development of Science and Technology Popularization Law of the People's Republic of China” . At the just promulgation of “Law of the People's Republic of China on Science and Technology Popularization,” the reporter paid a special visit to Huang Xingwei.
