In the 1960s, Lorraine’s coal and steel industries were declining, leaving thousands of workers on relief days. Most of their dwellings are townhouses built between World War I and World War II or rapid industrial development after World War II to attract apartment buildings from Europe’s workers. The cities and even the most modern buildings look like ruins, leaving residents feeling abandoned by the rest of the country’s compatriots. Bernard Larss was appointed by the Housing Department to repaint the facade of the building to boost the morale of the residents.
