人是生产力中最活跃的因素,拥有足够的人才,是政府推动各项工作的根本保证,借用美国人事管理局局长贾尼丝·拉钱斯的话说,“人是我们最珍贵的财产。人完成工作,人使新技术发挥效用,人向大众提供优质服务,人产生一切结果”。面对扑面而来的信息革命浪潮和加入WTO的新形势,我国政府部门却因信息人才大量流失而出现“人才高地塌陷”现象。这一局面亟待扭转。
Man is the most active factor in the productive forces. Having enough qualified personnel is the fundamental guarantee for the government in promoting various tasks. In the words of Janis Lajans, the director of the U.S. Personnel Bureau, “Man is our most precious asset. To get the job done, people make the new technology come into play, people provide quality services to the public, and everyone produces all the results. ” In the face of the wave of the information revolution and the new situation of China's accession to the WTO, the government departments of our country have witnessed the phenomenon of “collapsing talent highs” due to the massive loss of information professionals. This situation needs to be reversed.
