管好、管住干部是新时期党支部要认真研究解决好的重要问题,是衡量党支部是否有战斗力的一个重要方面。农发行自成立以来,广大党员干部在各级党组织的领导下,精神面貌好,奉献意识强,艰苦创业,乐于吃苦,为支持促进农业和农村经济发展作出了贡献。同时,我们也要清醒地认识到,党支部在管理干部上依然存在着一些问题,突出表现在不敢管、不愿管、不会管、不服管上。究其原因,主要是一些同志在党支部管干部问题上存在几个误区。因此,党支部要管住、管好干部必须坚决走出这些误区。一是走出“管干部靠上级靠领导”的误区,增强主动管干部的意识。党支部是在社会基层组织中的战斗堡垒,是贯彻落实上级行和领导意图的直接实施者,同干部接触最多,了解最深,最有说服力,最有效果。如果一味依赖上级和领导管理干部既是无战斗力的表现,又是对上级和领导不负责任的表现。
To manage and control cadres is an important issue that party branch departments should conscientiously study and solve well in the new period and it is an important aspect to measure whether or not the party branches have combat effectiveness. Since the establishment of the Agricultural Development Bank, the vast numbers of party members and cadres, under the leadership of party organizations at all levels, have made good spirits and dedication, pioneered hard work and are willing to endure hardships, thus contributing to supporting the promotion of agriculture and rural economic development. At the same time, we must also be soberly aware that there are still some problems with the management of cadres in the party branches, which are manifested in their inability to dare to control, to not control, and not to accept control. The reason is mainly because some comrades have several misunderstandings on the issue of party branch cadre management. Therefore, Party branches must control and properly manage cadres and must resolutely step out of these erroneous zones. First, we should step out of the erroneous zone of “leading cadres rely on their superiors” and enhance their sense of stewardship. Party branches are the battle bastions in the grassroots organizations of society and the direct implementers in implementing the superior departments and leadership intentions. They have the most contact with cadres and understand the deepest, most convincing and most effective results. To blindly rely on the superior and leading management cadres as both non-combatant performance and irresponsible performance to superiors and leaders.
