根据国家电网公司信息化发展和智能化水电厂建设的要求,提出了利用企业数据网络、通信网络和综合自动化系统等现有软硬件资源建设太平湾发电厂应急指挥中心。通过生产过程监控、水情自动测报、“安防”管理等实时监控系统采集事件信息,进而通过办公网络、有线/无线通信、IP视频会议等支撑环境,形成集数据、声音、图像于一体的多媒体应急指挥平台,实现“一厂两站三地”全方位、跨专业的信息汇聚和资源调度,以提高突发事件应急响应的及时性、事件处理的有效性、指挥决策的合理性,实现水电厂应急管理智能化。
