Describes a based on the IP protocol to complete No. 7 signaling interoperability program. The scheme only needs to realize the following part of MTP2 with M2PA and SCTP, and keep the protocol of MTP3 and upper layer users unchanged. Therefore, it can be directly implemented in the existing telecommunication network, ensuring the integrity of the network and the service.
