随着电建施工企业稳步深入推进“施工管理型、专业技术型”转型升级发展需要,劳务作业项目基本上都分包给具有一定施工劳务资质的分包商,分包商不仅要有施工资质,而且作业人员还应具有相应的作业资质,特别是国家能源局颁发的“高压电工进网作业许可证”。但现场作业技能人员明显具有工期紧、任务重、分布广、学习困难的特点。笔者通过形式分析、问题查找、解决矛盾,创新开展施工现场人力资源资质工作,为企业发展做好人力资源资质储备工作。
